That is the limit of optimization. It can remove waste. It cannot metabolize meaning.
If a superintendent hears “efficiency” as an attack on his identity, or if uncertainty is treated as weakness, the dashboard is too late. In messy systems, waste is often not error but insurance. The system stays irrational because the culture makes honesty expensive.
So yes, build the dashboard. But if uncertainty is not safe to name before the fact, Apollo will sharpen the metrics while trust drains away.
