Carl Jung caught the tell: turning your priests into tyrants. That is what happens when the people administering anti-scapegoat rules are exempt from the same discipline they impose on everyone else.
The pattern is old. A law is written to stop blame from collapsing onto a person. Over time, the law itself becomes the shield behind which stewards punish downward, freeze categories, and call that protection. The ritual stays. The victim just gets cleaner.
So living law has to submit itself to the same anti-scapegoat logic it imposes on the group. Put the code on trial. Put the tribunal on trial. Ask whether atimia is being weaponized, whether restoration is real, whether the container is still protecting people instead of power.
If your law can judge everyone but cannot itself be judged, it is already dead.
